NATIONAL NEWS

Centre approves capital infusion of 4,400 crore rupees into ECGC to boost export sector
The Cabinet has approved 4,400 crore rupees investment in ECGC Ltd. (formerly known as Export Credit Guarantee Corporation of India Ltd.) in five years to provide support to exporters as well as banks.
  • Commerce and Industry Minister Piyush Goyal said, Capital Infusion and planned IPO to increase ECGC’s underwriting capacity up to 88,000 crore and propel additional exports of 5.28 lakh crore over a five-year period.
  • Extension of Foreign Trade Policy (2015-20) has been approved up to 31st March next year. The cabinet has also decided to release 56,027 crore rupees this month to liquidate all pending arrears.
  • Cabinet has also approved the listing of Export Credit Guarantee Corporation Ltd. through the Initial Public Offer on the stock Exchange. The Company intends to increase its maximum liabilities to 2.03 lakh crore rupees from 1.00 lakh crore rupees by 2025-26.
Defence Acquisition Council clears proposals worth over 13,000 crore rupees for armed forces
Defence Acquisition Council (DAC)  headed by Defence minister Rajnath Singh has approved proposals of modernization and operational needs of the Indian Armed Forces amounting to 13,165 crore rupees.
  • Key approvals include helicopters, guided munition and rocket ammunition. The DAC has accorded approval for procurement of 25 ALH Mark III helicopters from HAL under Buy Indian at a cost of 3,850 cr rupees to improve its integral lift capability ensuring its operational preparedness.
  • Giving a boost to Indigenous Design and Development of ammunitions, DAC accorded approval for procurement of Terminally Guided Munition (TGM) and Rocket Ammunition at an approx cost of 4,962 crore rupees from domestic sources. Other proposals worth 4,353 crore rupees were also accorded Acceptance of Necessity by the DAC.
PM inaugurates Institute of Petrochemicals Technology, Jaipur 
Prime Minister Narendra Modi virtually inaugurated the Central Institute of Petrochemicals Technology (CIPET) in Rajasthan's Jaipur district.
  • The Prime Minister also laid the foundation stone of four medical colleges in Banswara, Sirohi, Hanumangarh and Dausa districts of Rajasthan via video-conferencing.
Govt approves continuation of NEIA scheme, infusion of Rs 1,650 cr Grant-in-Aid over 5 years
The Cabinet  has also approved continuation of the National Export Insurance Account (NEIA) scheme and infusion of  1,650 crore Grant-in-Aid over five years.
  • Capital infusion in NEIA Trust will help tap the huge potential of project exports in focus market.
  • NEIA will be able to support project exports worth up to 33,000 Crore rupees. It will  help create 2.6 lakh new jobs, including around 12,000 in formal sector.
GST Council sets up two GoMs to look into rate rationalisation, systems review
The goods and services tax council secretariat notified the setting up of two GoM, one to look into the rate structure and another to look at systems reforms required to plug revenue leakages.
  • The seven-member panel, looking to rate structure, would be headed by Karnataka chief minister Basavaraj Bommai and include West Bengal finance minister Amit Mitra, Kerala finance minister K N Balagopal, Bihar deputy chief minister Tarkishore Prasad, Uttar Pradesh finance minister Suresh Khanna, Goa transport minister Mauvin Godinho and Rajasthan urban development and housing minister S K Dhariwal.
  • The eight-member panel, headed by Maharashtra deputy chief Minister Ajit Pawar, would include Delhi deputy chief minister Manish Sisodia, Tamil Nadu finance minister Palanivel Thiaga Rajan and Chhattisgarh commercial tax minister TS Singh Deo.
  • The panel would review IT tools and interface available with tax officers and suggest ways to make them more effective, identify potential sources of evasion and suggest changes in business processes and IT systems to plug revenue leakage.
G Kishan Reddy lays foundation stone for developing Parshuram Kund in Arunachal
Union Tourism Minister G Kishan Reddy laid the foundation stone for the developing Parshuram Kund in Lohit district of Arunachal Pradesh.
  • The project is sanctioned under the 'Pilgrimage Rejuvenation and Spiritual, Heritage Augmentation Drive' (PRASHAD) scheme of Ministry of Tourism with the cost of Rs 37.88 crores in January 2021.
  • The components sanctioned in the project include interventions near the parking area, tourist information centre, rain shelters, kiosks, interventions near Mela ground, viewpoints, souvenir shops, water supply line, approach road, food court/ Prasadam centre, pilgrim waiting hall, drainage, development of Kund area, changing rooms, viewing gallery, public amenities and slope stabilization.

NPCI Partners With YES Bank To Launch RuPay 'On-The-Go'
The National Payments Corporation of India (NPCI) has partnered with YES Bank to launch a contactless payments solutions RuPay On-the-Go.
  • This was launched in association with fintech infrastructure partner, Neokred, and manufacturing partner- Seshaasai at the Global Fintech Festival 2021.
  • RuPay On-the-Go will allow customers to make small and large value transactions from the accessories they wear every day. This innovative wearable payment solution would redefine the contactless payments space by eliminating the need to carry a physical card and enabling instantaneous payments with a simple ‘Tap, pay, go’ mechanism.
ADB Approves $251 Million for Integrated Flood Management in India
The Asian Development Bank (ADB) has approved a $251 million loan for urban flood protection and management in the Chennai–Kosasthalaiyar river basin in India.
  • Chennai’s rapid urbanization has encroached on the city’s natural landscape, reducing water bodies and water retention capacity.
  • The city is relatively low and flat, located on the highly exposed southeast coast and traversing the rivers of Adyar, Cooum, and Kosasthalaiyar. These make the city vulnerable to widespread flooding that results in loss to the economy and livelihoods.
Paytm becomes India's first platform to accept international remittances directly into digital wallet
Paytm Payments Bank has forged a tie-up with Ria Money Transfer, a cross-border money transfer firm and a business segment of Euronet Worldwide, to help its 333 million customers receive money from their relatives abroad.
  • This partnership makes Paytm the country’s first platform to accept international remittances directly into a digital wallet. On the other hand, Ria Money became the first money transfer company to connect with Paytm’s wallet users.
  • Every money transfer will be made in real time, and will have security features such as account validation and name matching, Euronet said.
LIC ties up with Department of Post 
LIfe Insurance Corporation of India (LiC) and Department of Post have entered into an agreement for “Print to Post” solutions.
  • Print to Post solutions is provided by the Department of Posts for printing and dispatching of the policy booklet issued under a life insurance policy. LIC of India is now availing this solution.
NABARD approves credit plan for rearing Himalayan yaks
Two months after a scheme was worked out to insure them against the impact of climate change, the Himalayan yaks have now become bankable.
  • The National Bank for Agriculture and Rural Development (NABARD) has approved a credit plan for the high-altitude animal often referred to as “mountain cattle”. The scheme was developed by the National Research Centre on Yak (NRCY) at Dirang in Arunachal Pradesh’s West Kameng district.
  • The banking scheme is expected to be a shot in the arm for yak husbandry and boost the economic dividends of yak herders above 8,000 ft in the Eastern Himalayas.

Infosys to enter into MoUs with Karnataka govt to help achieve NEP objective
For prioritising skill development among students as per National Education Policy (NEP-2020), Karnataka's Department of Higher Education and the Information Technology (IT) major Infosys would enter into three memorandums of understanding (MoUs) soon, said Minister for Higher Education Dr CN Ashwatha Narayana.
  • The MoUs would help the Karanataka government utilise 'Infosys Springboard', comprising of over 3,000 skill development courses for college students, 'Campus Connect' for digital learning of college faculty and professional guidance for students, and for a donation of 15,000 de-bonded computers to colleges from Infosys.
MoD signs contract with Spain for acquisition of 56 C-295MW transport aircraft
The Ministry of Defence (MoD) signed an estimated ₹22,000-crore deal with Airbus Defence and Space S.A., Spain, for 56 C-295MW transport aircraft to replace the Indian Air Force’s ageing 56 Avro aircraft that were procured in the 1960s.
  • This is the first project of its kind in which a military aircraft will be manufactured in India under technology transfer by the private sector.
  • Of the 56 aircraft, 16 will be delivered in flyaway condition from Spain within 48 months and the remaining will be manufactured in India by the Tata Group within 10 years from the date of contract.
India emerges as Dubai's second biggest trade partner
India has emerged as Dubai's second biggest trading partner after China with the overall volume touching 38.5 billion dirham in the first half of 2021, according to official data released on September 26.
  • According to a Dubai government statement, the emirate had a trade volume of 86.7 billion dirham with China in H1 (first half) of 2021, followed by India and the U.S. at third position.
  • Trade with India grew 74.5% year-on-year to 67.1 billion dirham from 38.5 billion dirham in H1 2020.

Women's National Boxing Championships to be held from Oct 21-27 in Hisar
The fifth edition of the Elite Women's National Boxing Championships will be held at Hisar in Haryana between October 21-27. This event will also mark the return of Elite Women's National Championships after a gap of more than one year due to Covid-19 pandemic.
  • The tournament will be played as per the AIBA's revised 12 weight divisions 48kg, 50kg, 52kg, 54kg, 57kg, 60kg, 63kg, 66kg, 70kg, 75kg, 81kg and 81kg. Boxing Federation of India (BFI) said, the last date of registration will be October 8 by number and October 13 by name. The draw will take place in the evening of October 20.
ICC launches T20 World Cup anthem composed by Amit Trivedi
The International Cricket Council (ICC) launched the T20 World Cup anthem along with a film featuring ‘avatars’ of India captain Virat Kohli and West Indies skipper Kieron Pollard among others.
  • The tournament will begin on October 17 in Oman and UAE, with the final to be played in Dubai on November 14.
  • Composed by Bollywood music director Amit Trivedi, an animated film features young fans from all over the world engaged in T20I cricket and includes some of the sport’s biggest superstars.

Fumio Kishida set to become Japan's new prime minister
Japan’s former Foreign Minister Fumio Kishida has won the ruling party’s leadership election, virtually ensuring that he will become the country’s next prime minister.
  • Kishida won 257 votes in a runoff to defeat Taro Kono, a popular vaccines minister who previously held the positions of defence and foreign minister.
  • The 64-year-old replaces outgoing party leader Prime Minister Yoshihide Suga, who is stepping down after serving only one year since taking office last September.

Rukmini Banerji, chief executive officer of India’s Pratham Education Foundation, has been awarded 2021 Yidan Prize for Education Development, a top global recognition in the field of education for her work in improving learning outcome in schools.
  • Besides Banerji, Eric Hanushek, a professor at Stanford University, has been conferred with the 2021 Yidan Prize for Education Research.
  • Yidan Prize Laureate receives a gold medal and a total sum of HK$30 million ($3.9 million) including a cash prize of HK$15 million ($1.9 million) and a project fund of HK$15 million.
Assam scientist bags Shanti Swarup Bhatnagar award for pioneering work
After a gap of twenty years, a scientist from Assam has bagged the prestigious Shanti Swarup Bhatnagar Award for his pioneering research on coal and energy.
  • Dr Binoy Kumar Saikia is among the 11 scientists under 45 years of age who bagged the award given for seven categories by Council for Scientific and Industrial Research (CSIR) this year. He is the lone recipient in the Earth, Atmosphere, Ocean and Planetary Sciences category.
  • Saikia is the 5th person from Assam to bag the award after Mihir Kanti Chaudhuri (1989), Jitendra Nath Goswami (1994), Bhupendra Nath Goswami (1995) and Prashant Goswami (2001).
Yemeni humanitarian organization wins 2021 UNHCR Nansen Refugee Award
The Jeel Albena Association for Humanitarian Development, a Yemeni humanitarian organization that has provided a lifeline to tens of thousands of people displaced by the country’s conflict, has won the 2021 UNHCR Nansen Refugee Award.
  •  The organisation named “Jeel Albena Association for Humanitarian Development”, founded in 2017 by Ameen Jubran, has won the prestigious honour to support and provide a lifeline to tens of thousands of Yemenis people displaced by the country’s conflict.
  • The UNHCR Nansen Refugee Award honours individuals, groups or organizations for going above and beyond the call of duty to protect refugees, other displaced and stateless people.

Prime Minister Narendra Modi dedicated 35 crop varieties with special traits through video conference to the nation. He also dedicated the newly constructed campus of the National Institute of Biotic Stress Management Raipur to the nation. Union Minister Kiren Rijiju Inaugurates India's First Sports Arbitration Centre in Gujarat
Union Law Minister Kiren Rijiju inaugurated the country's first "Sports Arbitration Centre of India" in Gujarat which will serve as an independent body to fast track disputes in the sports sector.
  • The SACI is promoted by Ahmedabad-based SE TransStadia Pvt Ltd as an independent body to fast track disputes in the sports sector.
  • The Ministry of Law and Justice will provide all the legal backing to the SACI which will serve as a mechanism to redress issues related to sports.
Task force set up to firm up sustainable finance roadmap
Amid the growing global focus on the economic impact of environmental, social and governance (ESG) issues, the government has set up a key task force under economic affairs secretary Ajay Seth to lay out a concrete road map to bolster India’s sustainable finance architecture.
  • The task force will firm up recommendations to further strengthen the resilience of the country’s financial sector against risks emanating from various climate and ESG issues.
  • It will firm up recommendations to grow sustainable finance in India and set a clear time frame for their implementation.
SC introduces Fast and Secured Transmission of Electronic Records system
In a big fillip to the fundamental rights of life, dignity and personal liberty, the Supreme Court has introduced a new system by which its crucial decisions, including orders on bail and stay of arrest, can be communicated electronically to prison authorities and investigating agencies through a secure channel.
  • Following an order on July 16 by a Special Bench led by Chief Justice of India N.V. Ramana, the apex court has introduced the “Fast and Secured Transmission of Electronic Records” (FASTER) system.
  • The system is meant to ensure that undertrials are not made to wait for days on end behind bars to be released because the certified hard copies of their bail orders were late to reach the prison.

India, US sign two MoUs for cooperation in Health and Biomedical Sciences
Health and Family Welfare Minister Mansukh Mandaviya addressed the closing session of the 4th Indo-US Health Dialogue being hosted by India.
  • The two-day Dialogue was leveraged as a platform to deliberate upon multiple ongoing collaborations in the health sector between the two countries.
  • Two MoUs were also signed at the concluding session. One MoU was signed concerning cooperation in the field of Health and Biomedical sciences. The other MoU was signed for cooperation with International Centre for Excellence in Research (ICER).
India bags IAEA external auditor job 
India has been elected as the external auditor to the International Atomic Energy Agency (IAEA), a prestigious institution that promotes peaceful use of nuclear energy, for a period of six years from 2022 to 2027 after beating Germany and the United Kingdom among other counties.
  • India's comptroller and auditor general GC Murmu was selected as the external auditor of IAEA and the ministry of external affairs (MEA) said his candidature received majority support of the IAEA general conference.
India, Oman ink pact to boost maritime security cooperation
India and Oman inked an agreement for exchange of white shipping information and to boost maritime security cooperation in reflection of growing cooperation between the two sides.
  • It was signed during Admiral Singh's three-day visit to Oman.
  • The information would be exchanged between the Indian Navy’s Information Fusion Centre and the MSC (Maritime Security Centre), Oman, and contribute to enhanced maritime safety and security in the region.
  • The Indian Navy cooperates with the Royal Navy of Oman on many fronts that include operational interactions and training.


BANKING & FINANCE

Reserve Bank of India sets Rs 50,000 cr as WMA limit
Reserve Bank of India said that Rs 50,000 crore has been set as the ‘Ways and Means Advances (WMA) limit for the Central government during the H2FY22i(October 2021 to March 2022).
  • The Reserve Bank may trigger fresh floatation of market loans when the Government of India utilises 75 per cent of the WMA limit.
  • The Reserve Bank retains the flexibility to revise the limit at any time, in consultation with the Government of India, taking into consideration the prevailing circumstances.
RBI allows banks to sell 'fraud loans' to ARCs
The Reserve Bank of India allowed loan exposures classified as fraud to be transferred to Asset Reconstruction Companies (ARCs)paving the way for focussed recovery efforts in loans worth trillions of rupees.
  • According to data from RBI’s annual report, banks have reported frauds of ₹3.95 trillion between FY19 and FY21., RBI said banks can sell stressed loans in default for more than 60 days or classified as bad loans, including those tagged as fraudulent, subject to conditions.
  • This shall include loan exposures classified as fraud as on the date of transfer, provided that the responsibilities of the transferor with respect to continuous reporting, monitoring, filing of complaints with law enforcement agencies and proceedings related to such complaints shall also be transferred to the ARC.
Federal Bank launches RuPay Signet contactless credit card
Federal Bank joined hands with the National Payments Corporation of India (NPCI) and launched the ''Federal Bank RuPay Signet Contactless Credit Card.''
  • It comes with the lowest Annual Percentage Rate (APR) starting from just 5.88 per cent per annum. 
  • The Federal Bank RuPay Signet credit cardholders will gain access to a wide variety of offers and deals across categories including travel, food and dining, shopping, sports, entertainment, lifestyle and much more.
SEBI approves frameworks for Gold and Social Stock Exchanges
Securities Exchange Board of India (SEBI) has approved the frameworks for gold exchange and Social Stock Exchange.
  • The market regulator SEBI also approved amendments to delisting framework for equity shares at the board meeting held in Mumbai. A gold exchange is being set up to trade the yellow metal in the form of electronic gold receipts, which will help in having a transparent domestic spot price discovery mechanism.
  • The instrument representing gold is to be called Electronic Gold Receipt (EGR), and will be having trading, clearing and settlement features akin to other securities.
  • The framework for the SSE has been developed on the basis of the recommendations of a working group and technical group constituted by the regulator.The Sebi board has decided to amend rules pertaining to delisting of equity shares of a company following an open offer as part of efforts to make merger and acquisition transactions more rational and convenient.

US successfully flight tests Raytheon hypersonic weapon
The United States has tested an air-breathing hypersonic weapon capable of speeds faster than five times the speed of sound, marking the first successful test of the class of weapon since 2013, the Pentagon said.
  • The test took place as the United States and its global rivals quicken their pace to build hypersonic weapons - the next generation of arms that rob adversaries of reaction time and traditional defeat mechanisms.
  • The missile, built by Raytheon Technologies, was released from an aircraft seconds before its Northrop Grumman scramjet (supersonic combustion ramjet) engine kicked on.
Earth-monitoring Satellite Launches From California
The latest in a series of U.S. satellites that has recorded human and natural impacts on Earth's surface for decades was launched into orbit from California to ensure continued observations in the era of climate change.
  • Landsat 9 was carried into space aboard a United Launch Alliance Atlas V rocket that lifted off from foggy Vandenberg Space Force Base. It will take the orbital track of Landsat 7, which will be decommissioned.
  • A project of NASA and the US Geological Survey, Landsat 9 will work in tandem with a predecessor, Landsat 8, to extend a nearly 50-year record of land and coastal region observations that began with the launch of the first Landsat in 1972.

The India Meteorological Department (IMD) has issued a red alert for Odisha and Andhra Pradesh after the ‘Cyclone Gulab’ made landfall over Northwest and adjoining West-central Bay of Bengal.
  • During the landfall, the wind speed could hover between 90 kmph and 100 kmph.
  • Cyclone Gulab was named by Pakistan. The word “Gulab” refers to Rose in English.

In a bid to promote a sustainable environment, the world's highest electric vehicle charging station was inaugurated in Kaza of Lahaul and Spiti district in Himachal Pradesh.
  • Pune-based start-up goEgoNetwork specializing in Electric Vehicle (EV) charging infrastructure, installed Bharat AC and Dual Socket Type 2 chargers at Kaza, Spiti Valley in the western Himalayas at a height of 500 ft.
Country’s first Pan-India helpline for senior citizens: Elder Line (Toll Free No- 14567)
Government has taken a monumental step towards addressing the challenges and problems the elderly population face, through country’s first Pan-India toll-free helpline - 14567 -- called ‘Elder Line’.
  • The helpline provides free information and guidance on pension issues, legal issues, extends emotional support, and even intervenes on field in cases of abuse, and rescues homeless elderly.
  • Till date, 17 states have already opened the Elder line and others are in the pipeline to be opened.

US, India launch task forces on Hydrogen, Biofuels to decarbonize energy sector
The US department of energy along with its Indian counterpart has launched new public-private task forces on Hydrogen and Biofuels to expand the use of clean energy technologies, an official statement said.
  • Under the Strategic Clean Energy Partnership (SCEP), the department of energy together with Indian counterparts launched a new public-private Hydrogen Task Force as well as a Biofuels Task Force.
  • These groups will help expand the use of clean energy technologies to decarbonize the energy sector.

ICICI Bank to offer instant OD to sellers registered on amazon.in
ICICI Bank announced that it has partnered with Amazon India to offer overdraft (OD) facility upto ₹25 lakh to individual sellers and small businesses registered on the e-commerce company’s online marketplace.
  • Sellers having current account with ICICI Bank can immediately start using the OD to meet their working capital requirements. Customers of other banks can avail the OD by simply opening a current account with the Bank digitally.
  • This new and improved process will help the sellers, who may otherwise not get access to adequate credit when assessed in the traditional way of using only balance sheets, bank statements and tax returns.

DRDO successfully flight tests Akash Prime missile
The Defence Research and Development Organisation (DRDO) tested a new version of the Akash Missile ‘Akash Prime’ from the Integrated Test Range (ITR), Chandipur, Odisha.
  • The missile intercepted and destroyed an unmanned aerial target mimicking an enemy aircraft in its maiden flight test after improvements.
  • In comparison with the existing Akash System, Akash Prime is equipped with an indigenous active RF (radio frequency) seeker for improved accuracy. Other improvements also ensure more reliable performance under low temperature environments, at higher altitudes.

PM Modi launches Ayushman Bharat Digital Mission
Prime Minister Narendra Modi launched the Ayushman Bharat Digital Mission, saying it had the potential to bring "revolutionary changes in our health facilities".The mission is currently being implemented in the pilot phase in six Union Territories.
  • The key components of the mission include a health ID for every citizen that will also be used as their health account. Personal health records can be linked to this account and viewed with the help of a mobile application.
  • The nationwide rollout of the Ayushman Bharat Digital Mission coincides with the National Health Authority celebrating the third anniversary of Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (PM-JAY).
SAUBHAGYA completes FOUR years of successful implementation
The Pradhan Mantri Sahaj Bijli Har Ghar Yojana -“Saubhagya Scheme” has completed four years of successful implementation, on 25 September 2021.
  • The scheme was launched by Prime Minister Narendra Modi on 25th of September, 2017 with an outlay of Rs. 16,320 crore.
ZSI signs MoU with Natural History Museum London
The Zoological Survey of India (ZSI) has signed an MoU with the Natural History Museum (NHM) London to work together to collect, study and conserve faunal specimens for science and to create and exchange associated data and images.The MoU will be for five years.
  • Through this MoU both the institutions are committed to implementing the 1973 Convention on International Trade in Endangered Species of Wild Fauna and Fauna (CITES), the 1992 Convention on Biological Diversity (CBD) and relevant national and regional laws and regulations concerning biodiversity including laws relating to access to faunal specimens, associated benefit sharing and traditional knowledge.
GoM constituted to suggest ways for GST rate rationalisation, eliminate inverted duty structure
After four years of implementation, the Centre and States have initiated an exercise to rework the rates slab under the Goods and Services Tax (GST), with the formation of a Group of Ministers (GoM).
  • The GoM will be led by the Chief Minister of Karnataka, Basavaraj S Bommai tasked to propose rationalisation of tax rates and considering the merger of different tax slabs within two months.
  • One more GoM has been set up under the convenorship of Deputy Chief Minister of Maharashtra, Ajit Pawar, to suggest ways for GST System Reforms. 
India Army organises ‘Bijoya Sanskritik Mahotsav’ in Kolkata
Indian Army will organise 'Bijoya Sanskritik Mahotsav' from September 26 to 29 in Kolkata to mark 50 years of Bangladesh's liberation following India's victory over Pakistan in the 1971 war.
  • The event titled "Bijoya Sanskritik Mahotsav" aimed at showcasing the cultural linkages between India and Bangladesh during the war is being organised by the Eastern Command of the Indian Army.
Ministry of Civil Aviation releases India’s airspace map for drone operations
Ministry of Civil Aviation has released an interactive digital airspace map for flying drone. The map demarcates green, yellow and red zones across the country for the purpose of drones operations.
  • The digital map is available on the digital sky platform of Directorate General of Civil Aviation. It comes as a follow-through of the recently liberalised Drone Policy, the PLI scheme for drones and the geospatial data guidelines.
  • Green zone consists of the airspace up to 400 feet that has not been designated as a red or yellow zone; and up to 200 feet above the area located between 8-12 kilometres from the perimeter of an operational airport. No permission is required for operating drones with an all-up weight upto500 kg in such areas.
  • Yellow zone is the airspace above 400 feet in a designated green zone. Those above 200 feet in the area located between 8-12 kilometres from the perimeter of an operational airport and above ground in the area located between 5-8 kilometres from the perimeter of an operational airport would be considered as yellow zones.
  • Red zone have been designated as no-drone areas, where drones can be operated only after permission from the central government.


INTERNATIONAL NEWS

WHO revises air quality guidelines for the first time in more than 15 years
The World Health Organization (WHO) updated its air quality guidelines for the first time in 15 years.
  • The new guidelines which have been derived from strong scientific evidence of the damage air pollution inflicts on human health recommends new air quality levels based on reducing concentrations of key air pollutants.
  • According to the new guidelines, the annual particulate matter 2.5 microns in thickness (PM2.5) has now been updated to 5mg/m3 compared to 10 mg/m3 in 2005. Similarly, annual mean for PM10 is updated to 20 mg/m3 to 15 mg/m3 and NO2 to 10 mg/m3 from 40 mg/m3.
  • According to Greenpeace India’s report, out of 287 cities, more than 80 percent (231) cities or towns have PM 10 levels exceeding the 60 mg/m 3 limits for PM10 prescribed under National Ambient Air Quality Standards (NAAQS) set by CPCB in 2018.

HPCL partners with ICICI Bank for fuel payments
Hindustan Petroleum Corporation Limited (HPCL) is partnering with ICICI Bank, which will allow customers to use their ICICI Bank FASTag to pay for fuel and lubricants at HPCL retail outlets.
  • ICICI Bank FASTag commercial vehicle users will have a fully digitized and contactless experience and will enjoy the convenience of having ONE tag for fuel, toll & parking payments.
  • HPCL is the first oil marketing company to enable FASTag for fuel purchases by retail as well as commercial customers at its 19,000 outlets pan-India. With this, cashless transactions are expected to get a further boost.
RBI issues master circular on transfer of NPAs, securitisation of standard assets
The RBI has effected major changes to the norms governing the transfer of bad loans and standard assets by lenders to bring in transparency in the process and to improve liquidity in the system, besides corporate governance.
  • It has made it mandatory for lenders to put in place a comprehensive board-approved policy for transfer and acquisition of loan exposures under these guidelines.
  • As per the Master Circular, loan transfers should result in transfer of economic interest without being accompanied by any change in underlying terms and conditions of the loan contract usually.
  • These guidelines must lay down the minimum quantitative and qualitative standards relating to due diligence, valuation, requisite IT systems for capture, storage and management of data, risk management and periodic board-level oversight.
  • As per the new rules a transferor cannot re-acquire a loan exposure, either fully or partially, that had been transferred by the entity previously, except as a part of a resolution plan under the Reserve Bank of India (Prudential Framework for Resolution of Stressed Assets) Directions, 2019.

Kerala CM launches Startup Mission's Digital Hub in Kochi
Kerala Chief Minister inaugurated a new 'Digital Hub' at Technology Innovation Zone in Kochi by the Kerala Startup Mission (KSUM).
  • The hub is envisaged to be a destination for designing and prototyping. The 4 lakh sq. ft. campus including the already functioning Integrated Startup Complex can support 365 start-ups, the state's CM Pinarayi Vijayan claimed.
  • With this, the Technology Innovation Zone has become "one of the largest Startup spaces in South Asia," Vijayan said.

India's Comptroller and Auditor General G C Murmu was selected as the external auditor of the International Atomic Energy Agency (IAEA), a prestigious institution that promotes peaceful use of nuclear energy.
  • Murmu assumed office as the Comptroller and Auditor General of India on August 8 last year. Before assuming the charge, he served as the first Lt Governor of the Union Territory of Jammu and Kashmir.

  • The cucumber is not the first product from the small state to receive a vaunted GI tag. Both the regional variants of tree tomato (tamarillo) and the famed Naga king chilli are also GI tagged.

The Ministry of Information and Communications (MoIC) and Indian Space Research Organisation (ISRO) signed Implementing Arrangement (IA) to jointly develop a small satellite for Bhutan. 
  • Following the agreement, the DITT and ISRO will develop a joint satellite to be launched sometime towards the end of this year.
  • This is in line with the MoU signed on November 19 last year between the two countries on Collaboration in Peaceful Uses of Outer Space.

International Day for the Total Elimination of Nuclear Weapons is observed on September 26. The aim of this day is to address one of humanity’s most difficult challenges: peace.
  • The day provides an occasion for the world community to reaffirm its commitment to global nuclear disarmament as a priority.
